use of general parameters table in variables

Hi,

I'm new to BO in general and got assignment to generate the current reports .

Means the hardcoded flags/variable will have the values in general parameters table and will be taken from there.

Currently I need to generate some test flag variable.

I have the value on specific parameter to be 1 (test)

when adding variable, testing parameter:

=[Value1]Where([Parameter Id]=2)

I added this block to check the value and currently it brings 2 rows :

1 with value and additional is null row, the db has only 1 row, does anyone have clue why it happens? is the use of the parameter is incorrect?
