Question: Is there a BO option that controls whether data is refreshed whenever a user opens a report?

I am using BO 3.1.

Note:  Client is asking me this question but I didn’t understand the question even. I got only this text from the client. Need your advise to know, what actually they are asking me and whats the answer need to reply.
