How should give rank for two dimension?

Hi Experts,

How should i give rank based on  two dimension..

Example:

Plant  vendor   actual cost

A         xx           345

A         yy           453

B        xx            435

B        yy          324

C        xx          345

C        yy           567

Here  I want to do ranking top 2 vendor by plant.
