options not visible in Java Report Panel for certain Reports

HI Experts,

I am facing this unusual issue in Java Report Panel for certain Webi Reports where in I don't see Conditional--> New Rule & Existing Rules when opening the report in Design mode from BI Launchpad,

In addition to this I also don't see Formatting--> Numbers-->Custom Option when I open the same report in Design mode.

Here are some key observations:

1. Issue is with the default Administrator user which rules out any issue with the rights of the user.
2. Have checked the Same in HTML mode and its same in HTML mode as well.
3. We are on Supported JRE version Java 7 update 21 supported with BO 4.0 SP04.
4. Have created a new report on e-fashion we don't have this issue with the report created on e-fashion universe.

I will be attaching the screen shot of the issue if this above description is unclear.
