Can't change WebI Prompt order with BEx Query

Environment:

SAP BusinessObjects BI Platform 4.1 Support Pack 6

Version: 14.1.6.1702

Windows Server 2008 R2 Enterprise

We are using BEx queries with mandatory prompt variables as well as WebI created prompts.

Problem:

The BEx prompt variables are ordered with the BEx itself but no matter what we have tried we can't change the order of the prompts we created within WebI:

The order we have within the WebI query panel is as follows (note we have prefixed the prompt text with numbers as well):

but the order we see when refreshing the query is the following:

The top 4 prompts come from BEx, the bottom 4 from WebI. We would like to order the bottom prompts as they are numbered (preferably without the numbers).

We have done this easily in Crystal Reports. How do we do it in WebI?
