Add to command line of CMS server

Hi,

I am following this note 1654932 - [repo_proxy 30] DocumentFacade::uploadBlob - Query execute has failed :Error occurred while attempting to reconnect to CMS : Not a valid logon token. (FWB 00003) to add the switch "–requesttimeout 3600000"  to the command line of CMS Server. How can i do this? I cannot stop the CMS and add because CMC will get disabled. Is there any other option?
