Strange Webi document Behavior - it always opens as Excel Sheet

For one of our Webi document/report which was promoted to Production behaves differently than other reports in 4.1 SP2 environment.

As soon as i double click on it, it asks me to save the Excel output of last saved instance.

I checked Output format properties for this document and it's correctly set as "Web Intelligence".

However, if i right click and say view it refreshes, Not sure why it could behave this way !! Any idea?

Also, is there a way on CMC to to set Refresh on Open option  as "ON"?
