BI 4.0 Fit to Page (Scale) for Excel Output

I am using BI 4.0 and trying to have a report fit to page.

I see that in the Page Setup tab the options Scale to Page.  When I change the Width to 1 and the Height to 1 or when I change the scale to a percentage I can only get the Fit to Page to work if I print from Webi or the output format is PDF.  I need these options to work with Excel as the Desktop Intelligence Application does in XI 3.1 SP5. 

Does this option exist in the BI 4.0 ?
