Formatting Rule issue in WEBI?

Hi,

i have four exceptions to apply in my webi report.

1. Index = 0 then "Green"

2. Index = >0 and =10 then "Yellow"

3. Index >10 and = 20 then "Orange"

4. Index >20 then "Red".

i created four conditional rules condition 2 and 3 are not applying in a webi report. in second rule i have created >0 and =10 then show " Yellow" but its not applying and showing the values without any exception.

help me how can i resolve this issue?
